FOURTH WARD COUNCIL PRIMARY TUESDAY, May 8, 2007

Wayne Lee Nichols, and Michael Blankenship-Hamilton are candidates attempting to replace the incumbent appointed councilman.

WAYNE LEE NICHOLS

Nichols, 59, has been in Portsmouth for 48 years, lives in his home that he owns on Eighth Street; he served 4 years in the U.S. Navy during the Vietnam War, was a member of the Portsmouth Jaycees for 14 years where he served as local president and as state president. He understands proper legislative procedures using Robert’s Rules of Order.

Nichols worked in outside industrial sales and as an over-the-road truck driver until injuries forced him into early retirement.

Nichols served his country in wartime; he is patriotic, loves America, understands the Bill of Rights, believes all persons have the right of free speech and decries the repeated attempts of the incumbent to still the voices of the people and limit their freedom to speak in City Council meetings.
Nichols is in favor of more real jobs in the area, less increases in water rates and garbage rates, and accountability of city funds. He also believes in maintaining the swimming pool, making use of the vacated school playgrounds for recreation for the kids of this city and providing better public safety, particularly for children, the elderly and disabled.
(Nichols has served America honorably in wartime and asks you to allow him to serve the City of Portsmouth honorably as your councilman.)

MICHAEL BLANKENSHIP-HAMILTON

Mike is an unusually intelligent 23-year-old homeowner who lives in the house he grew up in, on Mound Street. He speaks and writes with unusual ability, works full-time as a representative of Mills-Pride Company and is finishing his third year (with honors) at Shawnee State University pursuing a bachelor’s degree in American History and Political Science. He presents a pleasing appearance, is mannerly, and acts and talks with a wisdom that belies his relative youthfulness.

Mike is married to a very attractive, pleasant lady who has already earned a Bachelor’s Degree in English and Linguistics at Shawnee State University. They have three children.

In the Sunday, May 06, 2007 issue of the Portsmouth Daily Times, an article by JEFF BARRON the following words concerning this candidate were written:

“Blankenship-Hamilton said voters are telling him that City Council is taking too much control over its meetings.He said people also are concerned about the loss of recreation areas in the city. Earlier this year, the city considered selling McKinley Pool and some city parks.“If there is no place for the youth to play, they will find trouble,” Blankenship-Hamilton said.Fourth Ward residents want officials to do what they were elected to do, he said.“They want to feel like they are represented,” Blankenship-Hamilton said. “If people don't respect it, the government loses its legitimacy.” - End of PDT article-

JERROLD ALBRECHT
The incumbent appointed Fourth Ward Councilman

Sixty-nine year old Jerrold Albrecht of Summit Street first appeared in City Council Chambers at 6:00 p.m. on Monday, August 9, 2004 when he, and Councilmen Marty Mohr and Howard Baughman came out of the back room.

(His appointment was illegal, no public vote had been made. His appointment had been made in secrecy in the backroom.)

Marty Mohr showed Albrecht where he was to sit and then before taking his seat at the Council table Mohr announced to those present, “This is your new 4th ward councilman.
City Council President, Carol Caudill called the meeting to order. The pledge of allegiance to the Flag and a silent prayer followed.

Then Carol Caudill administered the oath of office to Jerrold Albrecht and Marty Mohr announced, “This is Jerrold Albrecht, my own ‘bestus’ buddy.”

Albrecht appear confused when he was first brought into council chambers by Marty Mohr and seated in a council chair. He questioned his appointment, wondering if it were legal. Marty Mohr and Howard Baughman assured him it was “okay.”

Four months later Albrecht had proven to be Mohr’s “bestus” buddy by blindly following Mohr’s lead and voting as Marty directed him. But Albrecht still appeared to be as confused as ever.

At the Council meeting on December 13, 2004 Albrecht again brought up the question of his illegal appointment. Marty Mohr asked Solicitor David Kuhn’s opinion. Kuhn said it was “legal.” Kuhn is the man who has said, “I am the law in Portsmouth.”

Albrecht didn’t show for the meeting of January 24, 2005 and missed seeing and hearing, at the close of the meeting, his “bestus’ buddy Marty Mohr’s infamous loud-mouth, wild ranting about critical remarks concerning Mohr’s conduct. He said, in part, “I said I would not say anything about this but I’m going to say it because these gentlemen and the majority of this front row is crap.” As the meeting was being adjourned following this outburst the husband of one of verbally assaulted ladies sitting on the front row approached Marty Mohr and asked him to stand up. Instead of standing to face the aggrieved gentleman Mohr slunk down in his seat. The Police Chief rescued Marty Mohr and he was escorted to the safety of his vehicle in the parking lot. Albrecht didn’t see and hear his ‘bestus’ buddy commit this shameful act. He has continued to follow the direction of Marty Mohr and has worked with Mohr to deny citizens the right to speak on items not on the agenda. In early 2005 Jerrold Albrecht was caught on video by citizens in the back room of the council before a meeting with three other councilmen plotting to take away the citizens right to speak by slipping an ordinance into the meeting after the agenda was published and meeting started. Albrecht, David Malone, Howard Baughman and Marty Mohr can be seen and heard plotting this unlawful act. The video was done by Joe Ferguson with assistance of James K. Wilson, Sr. The members did the ordinance before the council as they illegally planned but it failed to pass.

On the 23rd of April, 2007, at a conference meeting Marty Mohr proposed another ordinance to restrict the citizens right to speak. Mohr can be heard on the video.
saying, “The people don’t have the right to speak in council.”

On the video Albrecht can be heard saying, “I agree with Mr. Mohr.”

Vote Tuesday, May 8, 2007. A vote for Albrecht is a vote for continued denial of your God-given rights.
